En Bloc Thresholds, Read as an Investor

An investor reading the Land Titles (Strata) (Amendment) Bill 2026 starts with the date: Parliament passed it on 8 September 2026, EdgeProp reported, lowering the consent needed to sell older developments collectively. A commentary by two analysts, published by EdgeProp on 1 October 2026, weighed what the change means for owners and for developers. This note reads the same material from an investor's seat, with the consent thresholds checked against the proposals published by the Ministry of Law.

The Ministry of Law records the Bill's First Reading on 4 August 2026 and says the commencement date will be announced when ready, while EdgeProp notes that the rules take effect on a date the minister appoints in the gazette. The commentary treats the owner-side and developer-side measures as complementary but built on different yardsticks: collective-sale thresholds depend on the age of the existing development, whereas the developer tax remission timelines depend on the number of units a redevelopment produces. For an investor, that means two separate tests need to be read side by side before any older block is considered. Neither measure dictates an outcome: whether a sale proceeds still rests on owner votes, committee decisions and developer interest, so the Bill changes the entry requirement rather than the result.

Collective Sale Thresholds, Noted Beside The Vanda Green

  1. Developments under 10 years old: at least 90% of owners, unchanged.
  2. Developments aged 10 to 39 years: at least 80%, unchanged.
  3. Developments aged 40 to 59 years: at least 70%, down from 80%.
  4. Developments aged 60 years and above: at least 65%.

Safeguards and Timing That Sit Beside The Vanda Green

The reform also tightens the process. The initial support needed to convene a general meeting and form a collective sale committee rises to at least 35% of owners, the period for gathering signatures on the sale agreement is halved from 12 months to six, and the restriction period after an unsuccessful attempt lengthens from two years to three. For investors, higher early support and a shorter signing window mean a block has to show backing quickly, and a failed attempt costs more time. The lower bar and the longer cost of failure pull in different directions for any committee weighing whether to start. Separately, EdgeProp noted the Additional Buyer's Stamp Duty remission changes announced on 28 July 2026 for housing developers buying large en bloc sites from 29 July 2026: projects of 700 to 1,399 units get six years to complete and sell all units, up from 5.5, while sites of 1,400 units or more get seven years, with at least half sold by the end of year six. A redevelopment must also yield at least 1.5 times the existing unit count, and the commencement timeline stays at 2.5 years.

Where the Collective Sale Changes Meet The Vanda Green

The Vanda Green is the marketing name of a pre-launch condominium on Dunearn Road in Bukit Timah, in the Swiss Club subzone, with the final project name to be confirmed at launch. The site is in District 10 within the Core Central Region, about 630 m from Sixth Avenue MRT, on a 99-year leasehold plot of 204,962 sqft awarded on 4 May 2026. Wing Tai Holdings and Metro Holdings are the joint venture developers. The indicative plan is 330 homes, with up to 1,400 sqm of first-storey commercial space including at least 600 sqm for an early childhood development centre; the location page covers the surroundings, and further project information will be published as the developer releases it.
