Telok Blangah's southern waterfront has a new set of dated plans, and the first of them is the biggest single building project in the report. Three points from the 9 October 2026 account by 99.co make up this quick take, followed by a verdict on how the dates fit together.
- HarbourFront Centre becomes an office tower with a park. 99.co reported that Mapletree plans to redevelop the centre into a 33-storey office and retail development with a 13,000 sqm elevated park and an adjacent waterfront promenade. The centre is slated to close in the second half of 2026, and the new development to complete in the first half of 2031. The park and promenade add public open space alongside the working floors.
- Daily amenities arrive in stages. A new food centre and market at Telok Blangah Beacon is expected to be completed by 2027, according to 99.co. For Berlayar, the 48 ha former Keppel Club site, 99.co said HDB plans shops, supermarkets, eateries, preschools and clinics, and that most homes there are expected to be within a 10-minute walk of Labrador Park or Telok Blangah MRT station.
- Rail is done, homes follow over a decade. Circle Line Stage 6 opened on 12 July 2026, adding Keppel, Cantonment and Prince Edward Road stations, per 99.co. The outlet said Berlayar and Gillman Barracks could together bring around 20,000 homes to the area over the next decade or so. Gillman Barracks, at about 40 ha, is planned to keep 25 heritage buildings and about 8 ha of connected green space, 99.co added.
Verdict: The picture in 99.co's report is a coastline being rebuilt in layers, each with its own clock. Rail has already arrived, a food centre is dated for 2027, Gillman Barracks redevelopment is expected to begin around 2030 once tenancies expire progressively by the second quarter of that year, and the new HarbourFront Centre completes in the first half of 2031. HDB said in July 2026 that further planning will determine the number and mix of homes at Gillman Barracks, their flat classifications and the development schedule, so the report's dates and the later planning decisions are the two sources to follow.
